I chose the USB referenced ".inf" file and it worked for me as it proceded to install and finalised installation of the mouse drivers.

inf file and all corresponding driver files would have been copied over to the Windows temporary folder from when the Driver installation was run previously and despite closing the program when it got stuck, the driver files should have been successefully copied to this temporary location. Now click Browse and were going to navigate to where the coresponding and required. CLick on one to highlight it and then click on "Have Disk". You should choose one that refers as closely as possible to the Mad Catz Mouse. Make sure "Show compatible hardware" is ticked and then choose a relevant device listed.

Using Windows compatability setting appeared to have no effect.

However not the case on my current laptop hybrid and although the current computer is not a gaming laptop, they all had Windows 10 64bit installed so I'm not sure whats going on. More confusingly, I was able to install the very same Mad Catz Drivers and the seperate Mad Catz Software on my previous two gaming laptops (Aorus X7 DT V6 CF1 and the X7 Pro V3 before that) without issue. This problem could possibly be down to an unsigned driver issue, however there is no warning nor any dialog box giving advice of this and I was not keen using the system restart method for disabling the unsigned driver check especially as I have BitLocker enabled which would require additional procedures of authorization codes.
So the installation is perpetually stuck and neither progresses nor completes. However despite plugging in the Mouse's USB connection to the computer, the installation is unable to continue because the 'NEXT' button remains ghosted-out and the User is unable to click the 'Next' button. When installing Mad Catz RAT 9 Drivers, some may encounter a problem where the driver installation program will "STOP" at the point it asks you to plug in the Mouse via its USB connection (Wireless receiver USB connection in the case of the RAT 9 gaming mouse). (This may work for some of their other gaming mice such as the RAT 7)
